   Some of the legislation was signed into law: The Do Not Call Act, which   
   "increases penalties" for scammers was useless, so then the Demcorats came up   
   with the Traced Act, followed by the Robocop Act, which are just rewordings of   
   the Do Not Call Act, but with different bragging rights.   
      
   But old people can't hear very well over the phone, and a ringing telephone is   
   a red flag for anybody standing guard inside an old person's house, and I   
   think that's why the scammers have evolved into USPS scams; it's more   
   effective because old people tend to not use email notifications, and they   
   have a regimen of going out and getting the mail, and reviewing it.

   That sounds likely.
