   He's too busy with other things.  But he did send over the Federal resources   
   that can actually help - like Blackhawks with thermal imaging to see people who   
   need rescuing, and the Coast Guard.   
      
   The best management are the ones who direct in the people who can actually do   
   things and then get out of everyone's way to let them do their jobs.
