   The Supreme court said... District Judges cannot make law out of Whole   
   Cloth... Districted Judges see cases in a district and make decisions on that   
   case.   
      
   BTW, someone in THAT case can appeal... But that District Judge can make   
   decisions on that case.   
      
   Moreover, Legislators can legislate new laws for for judges to interpret...   
   But judges don't make law.   
      
   Justice ACB put it best in saying yes... Presidents aren't above the law,   
   either are Judges.  And District Judges have exceeded their authority.
