   Code::blocks is free to use. I use it for FMail development. It uses mingw on   
   Windows, but you can configure other compilers.   
   CLion is a much better/advanced ide, it's payware, but you can get a free   
   license if you are a developer for an active opensource project, which   
   shouldn't be a problem for you! ;-)
