   Most stable depends on used hardware.    
      
   I think that OS/2 2.11 with latest fixpak is really "most stable" and   
   usable for native OS/2 development using OpenWatcom C/C++ 1.8 (V 1.9 is   
   far away from stable or reliable) or EMX 0.9d / GCC.    
   For WPS-Development IBM VisualAge C++ will do a better job. Borland C++   
   has some good tools - especially the Resource Editor.   
      
   All this will run fine in a virtual machine (Virtual PC).
