   Not sure if there is a "best for development" OS/2 version...   
      
   If you are using fairly modern hardware then I suspect eCS may be worth    
   consideration but if not then I guess Warp4 with latest(last) fixpacks    
   applied will be OK.   
      
   I'm sure other people will point you at various c compilers so I'm going    
   to suggest you have a look at WDSibyl from http://wdsibyl.org/ This has    
   a Visual Development environment and uses a variant of Pascal - somewhat    
   similar to Borland Delphi v2/3
