   They do not.  EVERY program must contain A HACK if it wants to access   
   an HPFS partition raw.  E.g., I cannot write a simple Perl script   
   which would analyze some particular facet of HPFS layout - it would not   
   even be able to read the structures from disk.

   P.S.  Unfortunately, AFAIU, one cannot add *L functions to FAT32 via a   
   simple hack: FAT32 volumes may contain FILES between 2GB and 4GB in   
   size, and these added entry points MUST ALSO support these files.   
      
   So one would need a lot of testing to check that the added entry   
   points do not affect operation on ordinary files in negative way.  And   
   since the interaction of functions with *L with the kernel is (?)   
   undocumented, this take some effort....
