   Some cards keep a default refresh rate in hardware, I know an old ATI    
   Mach card I had did this. It was a real pita when I had to down grade my    
   monitor to get a low enough refresh rate. Unluckily this was some years    
   back and I can't quite remember how I did though it seems it was through    
   on of the Snap command line tools.
