With IBM 10.162, the LED on the mouse goes off at shutdown. With the IBM
   drivers,
only 1 USB port out of 8 works, so I couldn't test the keyboard, but I'd assume
it gets turned off too. Usbxhcd6 works the same way. Using /FS has no obvious
effect (the docs for 10.162 suggest that it causes the driver to do a more
   thorough shutdown).

While having C-A-D support after shutdown would probably be useful for other
users, it's no longer relevant for me. I've given up on trying to use a USB
keyboard since I discovered I can't activate Watchcat with it. It looks like
I'll be using my PS/2 keyboard for the foreseeable future.

BTW... I got to try out my system's USB legacy keyboard support by using Alt-F1
to boot to a commandline. It was u...n...b...e...l...i...e...v...a...b...l...y
slow. It took 5-7 seconds from the time I pressed a key until it showed on
   the screen.
