   You could say that :-)
OS/4 project have already created a new OS2LDR (I just call it for OS4LDR
to diff it from IBM's) from their own sources. It has many bugfixes and
   enhancement
   over IBM's version.
OS/4 kernel is an attempt to rewrite IBMs kernel too, to make it possible
to fix the bugz there, and also enhance it further.
OS/4 is a project of a small group of developers, and is currently closed
   source.
   See:
   http://www.os4.su
It can be downloaded from ftp.os4.su
(The filename changes often, but here is current full URL)

No, OSFree is a completely different project.
OSFree project tries to build a new OS/2 system from scratch, using
L4 microkernel. It is completely OpenSource.
FreeLDR is part of this project, and this is actually a BootManager,
that is able to load and start almost any OS on any filesystem.
It uses its own uFSD to overcome bugs and missing features in various
OS implementations. Ex, it can boot eCS on FAT32, or JFS on SCSI
   servers, which eCS can't do.
FreeLDR is still in pre-alpha level, though.
   See
   http://www.osfree.org
