It sometimes happens when       there is a "hickup" in the echomail feed, you get a bunch of pkt files at once       that don't get imported in their proper order. Reading the new messages in an       area where this happend is not pleasant.              But to be able to sort messages in their propper chronological order, in this       world wide network, you need to know their "real" time in UTC.              So I was going through some areas to look at the usage of the TZUTC flag, and       was surprised how little it is used.              I could implement some lookup table that determines the UTC offset from the       zone and netnumber. But that is a lot of work and not watertight. Because       there are for instance points that are in a different timezone than their       bosses.
