   I did some investigation...

Software that doesn't support BCL files:

   D'Bridge
   Fastecho
   Husky/hpt
   SqaFix (os2)
   Synchronet/sbbsecho

I found 1 other tosser that does:

   https://github.com/r8/spacetoss

I have never heard of it before, and I doubt anyone is still using it...

And I found a util for BCL files on:

   http://dloads.filenet.wwiv.net/transfer/MAILER2.HTM

    NA2BCL .RAR 30K 09-25-05 NA2BCL - Echolist in NA format to BCL
   format
converter. It is useful for FMAIL users -
                                       read readme.txt.

It's by a Russian sysop who has left fidonet. The documentation is in Russian,
but Google translate does a reasonable job on it.

It only converts simple area lists, without area descriptions, so it's
   usefullness is limited...

   Bye, Wilfred.
