It was designed for new installations only, but the code does a       database upgrade if used on an excisting setup so it should be safe to do on       any installation.              I don't know exactly how Debian does this, but Arch Linux what I currentlyu       use leaves this decision to the user, it displays a message with upgrade       instructions.
