   You have to edit /etc/xinetd.d/mbsebbs    
      
   in the telnet { } change the line telnetd to in.telnetd because it uses   
   netkit wrapper for the daemon.. restart xinetd with /etc/init.d/xinetd   
   restart and you're good to go
