   not really... it just prevents them from listing it in that particular   
   echolist... anyone can still create a message echo with that same tag and   
   distribute it... it may or may not be carried by any backbone distribution   
   systems depending on their cartage requirements... there's the possibility   
   that if the one in the echolist does actually get created and distributed   
   there may be a cross-link between the two... this very thing (cross-linking)   
   is being done right now with the DEBATE echo... one originates here in Z1 and   
   the other apparently originates in Z2 with at least one specific system   
   purposely cross-linking them... shades of roy witt and his ""blockade   
   running"" of the FIDONEWS echo some time back...

   going on in fidonet for 30 years or so... do you remember bob moravsik (aka
