   Precisely. MakeNL should do specifically what it's "told" to do and not make   
   those "decisions" of it own accord.

   I'm in much the same position as an RC. If I don't happen to receive a weekly   
   update from an NC, I have to presume the previous segment from that system is   
   correct and valid... within limits of course.
