   The default for MINphone will be changed to 1 in 3.3.2.  This should   
   effectively disable the check, because it will pass the line as long as there   
   is at least 1 digit in the phone number field.  Nodelist entries with no   
   digits in the phone number field are errors, and should be flagged as such,   
   with the only exception being -Unpublished- for Pvt, Hold, or Down nodes.
