   you probably have to go back to the POTS only period of fidonet   
   In these days, -Unpublished- has been given in most cases only to   
   big distribution systems, that shared their POTS number with other   
   distribution nodes (eg Zone to Zone links, or Echomail distributors or   
   FIlelink distributors)   
      
   By this time, to set an Unpublished flagged system to Down makes no sense   
   either way, 'cause it was yet unreachable to the public and if such a system   
   did go down, it doesn't have to fade out the distributed POTS number   
      
   Starting with FoIP, "Unpublished" systems gots a new meaning.   
   They were no longer big Echomail or Filelink distributors, but they   
   are also regular nodes with IP only and the address listed in another   
   nodelist line field (INA, systemname field, and other variations)
