   MakeNL_NG is the only nodelist processor that flags Down, -Unpublished- as an   
   error.  The original MakeNL by Ben Baker allows this combination, as does   
   David Nugent's NLMake.  Logically, a valid phone number is not needed for a   
   Down node, as nobody should be attempting to send or route mail to it.

   I've fixed a few bugs, but I would have to say that the work Andrew Clarke has   
   done on simplifying the code and adding support for additional platforms and   
   compilers is much more important to the future viability of the project.
