   agreed... even if one used an existing message base support library... and   
   there's no need for makenl to post netmail to anywhere other than the mailer's   
   netmail area on arcmail attach systems... on BSO systems, it could generate   
   the ?LO directly but that would be bypassing the BSO control of the tosser or   
   other BSO mail event management tool...
