Hello All!   
      
   A recent issue came to light regarding the current release of MakeNL.  The use   
   of -Unpublished- with either Hold or Down is flagged as an error, unless you   
   use the AllowUnpub directive in your MakeNL.CTL.  Per FTS-5000.002,   
   -Unpublished- is allowed with Hold or Pvt nodes.   
      
   Therefore, MakeNL should accept Hold/-Unpublished- as a valid entry without   
   using the Allowunpub directive.
