   nope... a dupe checker is mandatory for systems connected in a star... without   
   a dupe checker stopping the dupes, the stars' downlinks would get dupes and   
   that's not good...

   the simple answer is that they regurged old messages that were no longer in   
   the dupebase and so they were seen as new posts... something that might be   
   done would be to maybe limit the date of messages to no older than three   
   years... why three years? because that's the time period spec'd for   
   maintaining MSGIDs and not repeating their number...
