   SB QST ARL ARLB027
ARLB027 Monte Simpson, K2MLS, Appointed ARRL Western Washington
   Section Manager

Monte Simpson, K2MLS, of Bremerton, has been appointed ARRL Western
Washington Section Manager, effective December 31, 2012. Membership
and Volunteer Programs Manager Dave Patton, NN1N, made the
appointment after current Western Washington Section Manager Jim
Pace, K7CEX, was elected as ARRL Northwestern Division Vice Director
on November 16. Pace has served as Western Washington Section
   Manager since October 2007.

After Friday's election results were announced, Pace recommended to
Patton that Simpson should become his successor. Patton also
consulted with ARRL Northwestern Division Director Jim Fenstermaker,
K9JF, before making the appointment. Simpson will complete the
unexpired term of office that extends until September 30, 2013. A
nomination notice for the new two-year term of office (starting
October 2013) will be published in the April 2013 edition of QST.

Simpson has been an Assistant Section Manager since 2007. He has
also held Emergency Coordinator and District Emergency Coordinator
positions as part of the ARRL Field Organization in past years.

The following incumbent ARRL Section Managers did not face
opposition and were declared elected for their next two-year terms
of office, beginning January 1, 2013: Phil Temples, K9HI, Eastern
Massachusetts; Dale Bagley, K0KY, Missouri; Tom Dick, KF2GC,
Northern New York; Marc Tarplee, N4UFP, South Carolina; George
Strayline, W2GSS, Southern New Jersey; Dee Turner, N4GD, West
Central Florida, and John Rodgers, N3MSE, Western Pennsylvania.

No nominating petitions for Section Manager were received from the
Nebraska and New York City/Long Island Sections by the September 7,
2012 closing date. Nominations for these two Sections will be
solicited again in the January 2013 issue of QST for 18-month terms
of office to begin July 1, 2013.

Gentlemens' agreements ratified by IARU regions 1 and 2 have
designated a global "center of activity" frequency in each
of the international hf bands. THese are similar to the
concept for weak signal calling and other center of activity
frequencies. Three of these have been ratified worldwide.

THese center of activity frequencies are where stations can
go to render or obtain emergency assistance.

WHen casually operating or contesting on hf please make
yourself aware of these frequencies, and give them some
space. Remember that often stations with emergency needs are
not those utilizing high gain antennas and maximum legal
   power.
