ENFORCEMENT: DOMESTIC U.S. 17 METER INTERFERENCE RESOLVED

According to W3ON via the Ohio Penn DX newsletter the Morse transmissions
heard on 18 point 085 MHz over the last several weeks are gone. This thanks
to the quick action by the FCC's Enforcement Bureau taken in response to
several complaints including one from the ARRL and another from him.

According to an e-mail that W3ON received from the FCC's Laura Smith, the
errant C-W signal was traced to a transmitter operating in the state of
California. The FCC visited the radio site, and the transmissions ceased.
Smith's note to W3ON stated that the transmissions were found to be
inadvertent butr no further details were furnished.

W3ON says that he is glad to find that the FCC does react to requests sent by
e-mail. He says that in his case that he received an E-mail within a few
hours from Smith that her agency was investigating the incident. (OPDX)

KAITLYN COLE, KS3P, AGE 11, NAMED 2011 AMATEUR RADIO NEWSLINE YOUNG HAM OF
   THE YEAR

Amateur Radio Newsline's Young Ham of the Year Judging Committee has
announced that Kaitlyn Cole, KS3P, of Harvest, Alabama, has been chosen as
this years award recipient. Bill Pasternak, WA6ITF, is here with the
   details:

   --

WA6ITF: "You are the 2011 Young Ham of the Year.

KS3P: "Oh my god...thats so awesome."

   --

That's a very surprised Kaitlyn Cole, KS3P, of Harvest, Alabama, who at age
11 learns that she is the youngest person ever to receive the Amateur Radio
Newsline(tm) "Young Ham of the Year Award." But her lack of chronologic age
is more than made up for by her selfless dedication to her community and the
youth of Alabama through her chosen hobby/service of amateur radio.

This past On April 27, the Huntsville, Alabama area, including the small
community of Harvest, was hit by a series of destructive tornadoes. The
severe weather took a heavy toll in lives lost and property damaged.
Kaitlyn and her father immediately volunteered to help with amateur radio
relief activities. Kaitlyn began by logging contacts and running errands,
but in short order took on the role of Net Control Station, working for many
days from 7:30 a.m. to 4:00 p.m. With cellular and wireline telephone
coverage being spotty to non-existent, Kaitlyn's duties as Net Control
involved dispatching amateur radio operators with rubble clearance machinery
and debris pickup teams. For her efforts, Kaitlyn received many compliments
from veteran operators on the professionalism that she displayed during this
   crisis situation.

Kaitlyn is also Assistant Section Manager for Youth Activities in the ARRL
Alabama section. In this role, she visits many hamfests where she speaks to
other young hams. Kaitlyn has also volunteered her services the past three
years at the ARRL Expo Youth Lounge at the Dayton Hamvention=A9 and ran a
special event operation to honor the local Volunteer Fire Department in her
   hometown.

The daughter of Stanley, NX3P, and Amy Cole, Kaitlyn joined the amateur radio
fraternity at the tender age of 8. She passed her Technician exam in
September 2009, her General in October 2009, and her Extra Class this past
January 3rd. Since being first licensed, Kaitlyn has participated in many
amateur radio activities, with a special emphasis on the public service and
the youth activity aspects of the hobby.

The 2011 Amateur Radio Newsline(tm) "Young Ham of the Year Award" will be
presented to Kaitlyn will be honored on Saturday, August 20th at the
Huntsville Hamfest in Huntsville, Alabama. Kaitlyn will receive --
courtesy of Vertex-Standard -- an expense-paid trip to the Huntsville
Hamfest, along with a gift of Yaesu brand ham radio equipment. CQ magazine
will treat her to an expense-paid week at Spacecamp Huntsville, and will
present Kaitlyn with a variety of CQ products. Amateur Radio Newsline(tm)
will provide Kaitlyn with a commemorative plaque at the award ceremony. The
cost of the plaque is once again underwritten by Dave Bell, W6AQ, President
of DBA Entertainment Inc., Hollywood, California. Heil Sound Ltd. will also
be presenting Kaitlyn with a ham radio related gift.

With the honor of making this announcement about a very fine young radio
amateur who is a true asset to the hobby and her community, I'm Bill
Pasternak, WA6ITF, in the Newsroom in Los Angeles.

This year's award ceremony will be hosted by Don Wilbanks, AE5DW, of Amateur
Radio Newsline(tm), Rich Moseson, W2VU, and Chip Margelli, K7JA, of CQ

ENFORCEMENT: FBI ARRESTS MEMBERS ALLEGED DDOS GROUP

The FBI says that it has arrested a total of fourteen individuals thought to
belong to the hacking group Anonymous. This, for their alleged
participation in a series of distributed denial-of-service or DDOS attacks
   against PayPal last year.

According to the indictment unsealed by a Federal court in San Jose,
California, the 14 individuals who were arrested were all members of
Anonymous who conspired to attack PayPal last December in retaliation for
its perceived opposition to WikiLeaks. The defendants, all of whom are in
their 20's or early 30's, were arrested on no-bail arrest warrants in a
series of raids on July 19th in Alabama, California, Colorado, the District
of Columbia, Massachusetts and five other states. Two other individuals
were also arrested on what the FBI said were related cyber-crime charges.

RADIO LAW: MORE INFORMATION ON LIGHTSQUARED VS. GPS REVEALED

A federal report documenting GPS interference by the proposed LightSquared
satellite and terrestrial broadband network has been released and because
of it the National Telecommunications and Information Administration has
recommended that the project remain on hold until the problem is solved.

In its findings, the NTIA said that it supports a recommendation that
additional tests be performed. It also recommends that the FCC continue to
withhold authorization for LightSquared to commence commercial operations
until all the available test data can be analyzed and all valid concerns
   have been resolved.

As previously reported, the interference issue started to vex LightSquared
soon after it started testing its system. In response, LightSquared filed a
modified operational plan with the FCC on June 30th that also took issue GPS
receiver quality. The company noted that GPS receivers do not adequately
reject adjacent-band interference and should be made to do so per FCC rules.

In response, an EXCOM test concluded that GPS receivers could be modified to
reject interference, but that it would be impractical to do so. This is
because it would require significant modification or complete redesign and
replacement of GPS equipment currently in use. The report concluded that
the timeline to develop new GPS receivers for some applications, from
initial concept development through production, can take between 10 to 15
   years. (B&C)

   RADIO REMEMBRANCES: HELP COMMEMORATE 911

A reminder that this coming September 11th will be the 10th anniversary of
the al-Queda backed terrorist attacks on September 11th of 2001. Attacks
that felled the two World Trade Center tower buildings in New York City and
damaged the Pentagon when radical Moslem extremists high-jacked four United
States flag carrier jetliners and crashed them into the two structures and
   killing over 3000 American citizens.

Over the years there have been several ham radio operations in remembrance of
those whose lives were lost in this senseless and wanton carnage. With this
being the first decade anniversary of the September 11th, 2001 tragedy, we
are trying to compile a list of radio clubs and individuals who are planning
any form of ham radio memorial operation to honor those whose lives were
lost that day. If you have plans to commemorate 911, please drop us an
e-mail to newsline at arnewsline dot org and let us know all of the details.
We in turn will list as many as we can on our website at www dot arnewsline

Bruce Tennant, has the story of the spies that got hacked by food:

   --

According to published news reports, British spies successfully hacked into
an al-Qaida website to replace instructions on how to build a bomb with -
ready for this? Recipes for making cupcakes.

Nope, we are not kidding. The cyber offensive reportedly took place last
year when the English language magazine aimed at Muslims in the West called
Inspire was launched by supporters of al-Qaida in the Arabian Peninsula.

British intelligence officers based at the Government Communications
Headquarters which is the state eavesdropping service, attacked the 67-page
magazine, leaving most of it garbled. Instead of being able to read how to
"Make a Bomb in the Kitchen of Your Mom," readers were greeted with computer
code which actually contained recipes from The Best Cupcakes in America,
published by U.S. talk show hostess Ellen DeGeneres.

The Washington Post reported that the British action followed a dispute
between the CIA and the newly formed U.S. Cyber Command. The cyber unit had
wanted to block the al Qaeda magazine but the CIA, which had countered such
an attack, would expose sources and intelligence methods, won the debate and
declined to allow an attack on Inspire. So the U-K did it for them and
reports say that it took almost two weeks for magazine to post a corrected
version after it had been sabotaged.

For the Amateur Radio Newsline, I'm Bruce Tennant, trying not to laugh to
hard as I read this from Los Angeles.

   --

An unnamed British security source said the Washington Post report was
accurate but could not confirm details of the reported cupcake operation.
