   there is no "decoding" to be done... it is all math and those numbers are used   
   together with NORAD's SGP4/SDP4 orbital model to determine the position and   
   velocity of the associated satellite.

   as for software, any satellite tracking software can be used...   
      
     STSPlus (DOS)   
     Orbitron (winwhatever)   
     Stellarium (winwhatever, linux)   
      
   there are numerous other satellite tracking programs available... the ones   
   above are ones that i use and have used over the years...   
      
   stellarium is actually an astronomy skyview program but it also has the   
   ability to show satellites in one's view...   
      
   it should also be noted that the TLEs (Two Line Elements) in these posts are   
   for those satellites that are of interest to HAM radio operators... there are   
   over 16000 items in orbit that are tracked and have TLEs available for them...
