   The following is a Q-S-T.  3100 miles on 630 meters down-under; KickSat and   
   its Sprites are now on-orbit; locations of WRTC 2014 station venues   
   announced; registration for GAREC 2014 now open; lots of enforcement action   
   from the FCC and a very special new booth at Hamvention 2014.  Find out the

   LOWBAND OPERATIONS:  ZL TO WESTERN VK AR 630 METERS OVER 3100 MILE PATH   
      
   It seems perseverance has paid off for long-time 630 meter operator Murray   
   Greenman, ZL1BPU, who uses the special-purpose call sign ZL1EEfor contacts on   
   that band.  Amateur Radio Newsline's Jim Meachen, ZL2BHF, is here with the   
   details:

   During the week of April 13th to the 20th ZL1EE had numerous reception   
   reports from Berndt Josef Wulf, VK5ABN/8 some 2010 miles away near the city   
   of Adelaide, Australia.  But the real payoff came when he learned that his   
   signal had been copied by Dereck Zeck, VK6DZ, in the Australian city of   
   Elleker, some 3100 miles to the West.   
      
   Using the new WSPR 2 digital mode Greenman operated overnight at 200 power   
   out into a small 23 foot high Marconi antenna that was squeezed into a 1/5   
   acre urban lot.  This put the Effective Radiated Signal below the maximum 25   
   watts permitted.  It took a week of trying but with the reception report from   
   VK6DZ, he finally broke the 3000 mile distance barrier.   
      
   As elsewhere the 630 meter allocation here in New Zealand is from 472 kHz to   
   479 kHz.  What undoubtedly helped ZL1EE achieve this remarkable low frequency   
   DX is that his location is only about 7 miles from our West coast and most of   
   the path to VK6DZ is over water.     
      
   It should be noted that activity between Australia and New Zealand on 630   
   meters is quite strong, especially over the winter months here in the in the   
   Southern Hemisphere.  The window of opportunity for these contacts appears to   
   be about two hours wide from local midnight.

   With the growing popularity of this band in the Southern Hemisphere, there's   
   now a New Zealand 630 Meter Net that meets ever Thursday night local time.    
   Those involved say that they are looking for stations in other South Pacific   
   locations who prepared to listen and provide signal reports of transmissions

   HAM RADIO IN SPACE:  KICKSAT NOW ON-ORBIT   
      
   The KickSat cubesat is now on-orbit and getting ready to release its cargo   
   of Sprite pico satellites early in May.  After numerous delays, KickSat was   
   carried to space on Friday, April 18th on board a Space X Dragon freight   
   capsule using the companys' Falcon 9 re-usable booster.  This as a part of   
   the CRS 3 re-supply mission to the International Space Station.     
      
   As previously reported, KickSat's beacon can be heard on 437.505 MHz as well   
   as 2401 to 2436.2 MHz transmitting various satellite perimeters.  Once   
   released from their mother ship the Sprites will all be transmitting on   
   437.240 MHz but each with its own unique digital code.   
      
   In addition to KickSat the Space X CRS 3 mission also delivered several   
   other cubesats including SporeSat, T-SAT, PhoneSat-v2.5 and ALL-STAR/THEIA.    
   All were deployed into a 325 by 315 kilometer 51.5 degree inclination orbit.

   RADIOSPORT:  WRTC2014 NAMES NEW ENGLAND COMMUNITIES TO HOST INTERNATIONAL   
   RADIOSPORT COMPETITION   
      
   The 2014 World Radiosport Team Championship organizers have selected   
   sixteen New England communities as operating sites to host its 7th   
   quadrennial competition.  Amateur Radio Newsline's Bill Pasternak, WA6ITF, is   
   in the newsroom with the details:

   If you live in the North-East, and are a ham radio operator, get ready for   
   some visiting stations this summer.  This as the planners for the 2014 World   
   Radiosport Team Championship competition slated for July 9th through the 14th   
   announces the venues from where the 59 teams representing 38 countries will   
   operate.   
      
   Sites for WRTC2014 include private properties, state parks and other state-   
   and town-owned facilities in fifteen towns in Massachusetts and one in New   
   Hampshire.  Each was very carefully selected to establish a level playing   
   field do that no team would have an RF site or height advantage over any   
   other.   
      
   Competing teams were selected from around the world in a series of 55   
   qualifying events over a 3 year period.  During WRTC2014 teams will compete   
   to contact other amateur radio stations in countries around the globe using   
   both SSB and Morse code.  The teams will operate without sleep for the entire   
   24-hour competition in an effort to contact as many stations and countries as   
   possible to take home the top prize.    
      
   WRTC2014 is the first competition to be held in the United States since   
   1996.   Previous WRTC competitions have been held in Seattle, San Francisco,   
   Slovenia, Finland , Brazil, and most recently in Russia.

   RESCUE RADIO:  GLOBAL AMATEUR GAREC-14 REGISTRATION NOW OPEN   
      
   The ARRL's Alabama Section and the Huntsville Hamfest have announced further   
   details of the Global Amateur Radio Emergency Communications or GAREC   
   Conference on August 14th and 15th.  According to the planners, GAREC-14 will   
   mainly focus on the application of advanced technologies available in   
   emergency communications.    
      
   Both the Alabama Section and the Huntsville Hamfest are jointly hosting this   
   years Global Amateur Radio Emergency Communications Conference with   
   pre-registration now open.  Complete details can be found at

   HAM HAPPENINGS:  ARMED FORCES DAY CROSSBAND MILITARY/AMATEUR RADIO   
   COMMUNICATIONS TEST MAY 10   
      
   The United States Army, Air Force, Navy, Marine Corps, and Coast Guard are   
   again co-sponsoring this year's annual Military to Amateur Radio Crossband   
   Communications Test.  This in celebration of the 64th anniversary of Armed   
   Forces Day.     
      
   This annual celebration features military to amateur cross band   
   communications SSB voice and Morse Code tests. These give both amateur radio   
   operators and shortwave listeners an opportunity to demonstrate their   
   individual technical skills, and to receive recognition from the appropriate   
   military radio station for their proven expertise.    
      
   Although the actual Armed Forces Day will be celebrated on Saturday, May   
   17th, this years Communications Test will be conducted on May 10th to prevent   
   conflict with the Dayton Hamvention which is slated for May 16th to the 18th.

   DX UP FRONT:  TROMELIN ISLAND DXPEDITION ANNOUNCES PILOT STATIONS   
      
   In DX up front, word that the FT4TA DXpedition team to Tromelin Island has   
   announced its pilot stations and posted a link to them on the operations   
   website.  A pilot station is a ham operator that works as a volunteer spotter   
   of sorts alerting those wanting to make contact of whom the DXpedition is   
   looking to make contact with at any given moment in time.  The list for the

   A group of hams from the Czech Republic will be active as MJ0ICD from the   
   Island of Jersey between July 21st and the 27th.  Operations will be on 160   
   through 10 meters using CW, SSB and the Digital modes. They are also taking

   ENFORCEMENT:  TEXAS HAM AGREES TO RELINQUISH HIS LICENSE IN CONSENT DECREE    
      
   A Texas ham facing a $7000 proposed fine after admitting interfering with   
   other radio amateurs has entered into a Consent Decree with the FCC.   One   
   where he will surrender his license and make a voluntary contribution to the   
   United States Treasury.  Amateur Radio Newsline's Ralph Squillace, KK6ITB,   
   reports:

   The story began last January 21st.  Responding to complaints of intentional   
   interference to other hams operating on 7.195 MHz, an agent of the   
   Enforcement Bureau's Dallas Office used mobile direction finding to   
   positively identify the source of the transmissions to the address of record   
   for James R. Winstead, KD5OZY, of Coleman, Texas.     
      
   As previously reported, the agent monitored the transmissions for   
   approximately 30 minutes.  Throughout that time he heard the replay multiple   
   times of short sentences or conversations that had just been transmitted and   
   someone occasionally speak the word "George."     
      
   The agent then identified himself to Mr. Winstead and requested to inspect   
   the radio station located on the premises.  During the inspection, Winstead   
   admitted that he intentionally interfered with amateur communications on   
   7.195 MHz claiming that he had an ongoing disagreement with another amateur   
   licensee only identified as George.  He also showed the agent how he recorded   
   and retransmitted other amateur licensees' communications.     
      
   On February 19th the FCC proposed a $7000 fine which Winstead was given 30   
   days to appeal.  Now, in its Order released April 22nd, the FCC says that it   
   has entered into a Consent Decree between its Enforcement Bureau and Mr.   
   Winstead.  Under its terms, Winstead has agreed to send the Commission a   
   letter requesting cancellation of his Amateur Extra class license.  He has   
   also agreed to make a $1000 voluntary contribution to the United States   
   Treasury in 12 monthly installments.  As a result, both the FCC and James R.   
   Winstead agree that the Consent Decree constitutes a final settlement between   
   them with respect to the Investigation as long as Winstead abides by its   
   terms.

   Consent Decrees have long been used by various government bureaus including   
   the FCC to settle investigations but are rare in regard to personal and hobby

   ENFORCEMENT:  FCC LOWERS $15000 PROPOSED FINE TO $250 IN CB LINEAR CASE   
      
   The FCC has drastically reduced a proposed $15,000 monetary forfeiture   
   issued to an Oklahoma Citizens Radio operator accused of using a linear   
   amplifier.  The original fine was issued to Carlton Lewis of Enid back on   
   November 26th 2013.  In his response to the Commission, Lewis did not deny   
   operating the linear amplifier but claimed that he had quit operating his CB   
   radio.  He also requested cancellation of the forfeiture based on his   
   inability to pay stating that his only source of income is Social Security   
   benefits and provided the FCC with the required proof.  Now after considering   
   all of the evidence before it the regulatory agency has decided that complete   
   cancellation of the monetary forfeiture is not warranted but a reduction of   
   the forfeiture amount from $15,000 to $250 is appropriate in this case.

   ENFORCEMENT:  RADIO EQUIPMENT SEIZED FROM THREE ILLEGAL RADIO STATIONS IN   
   GREATER BOSTON   
      
   Last week it was New York City.  Now comes word that the FCC has again   
   teamed up with U.S. Marshall's to confiscate radio gear used by three   
   unlicensed broadcasters in the Boston, Massachusetts, area.  Amateur Radio   
   Newsline's Stephan Kinford, N8WB, has the details:

   Warrants were recently unsealed in U.S. District Court in Massachusetts   
   detailing the seizure of radio transmission equipment used by three   
   unlicensed radio stations around the Boston area.  Named were 100.1 FM,   
   broadcasting from Everett, Mattapan, and Brockton, with a studio in   
   Dorchester.  Also named were 88.7 FM also in Brockton and Touch 106.1 FM,   
   broadcasting from Boston.   
      
   The seizures were conducted by the United States Marshals Service and the   
   FCC on April 16th and 17th.  In all three cases the government alleges that   
   the stations were operating without a license from the Federal Communications   
   Commission.  According to affidavits filed with the court, the FCC issued   
   multiple warnings to the illegal operators but the radio stations continued   
   to broadcast.  The forfeiture actions were brought after complaints were   
   received, including one from a licensed broadcaster about interference with   
   its signal.  Separate civil actions were brought seeking forfeiture of the   
   equipment because it was allegedly used in violation of federal law.   
      
   The overall case is being prosecuted by Assistant U.S. Attorney Christine   
   Wichers of the United States Attorney's Civil Division.  What further   
   punitive actions may be taken against the operators of these unlicensed   
   broadcast transmitting facilities is at airtime, unknown.

   Since 2011 the U.S. Attorney's Office has filed eight forfeiture actions   
   against illegal radio stations in the greater Boston area, effectively taking

   PUBLIC SERVICE:  VOLUNTEERS NEEDED FOR BOSTON BRAIN TUMOR SOCIETY BIKE RIDE   
      
   Still in the North-East, the National Brain Tumor Society is planning   
   several changes to its 2014 Boston fundraising bike ride and because of this   
   additional ham radio communications resources are needed.     
      
   The ride takes place on Sunday, May 18th with the first wave of riders   
   taking to the pavement at 8:00 AM Eastern Daylight Time.  Volunteers will   
   work from 7:00 AM until the early afternoon, with lunch provided.

   HAM HAPPENINGS:  HAM RADIO PRAISED ON SSN SARASOTA NEWSCAST   
      
   Some truly nice words about Amateur Radio in a recent segment of Sarasota   
   Florida's Suncoast News Network.  In it reporter John Woodruff talks with   
   Dennis Spiess, W2DEN, about the hobby and its importance to the community.    
   Later on in the story Woodruff talks with Sarasota County Emergency   
   Management Chief Ed McCrane who says that ham radio provides a valuable   
   network in the event of a disaster.  But in some ways its newscast anchor

   NAMES IN THE NEWS:  G3WKL NEW RSGB PRESIDENT   
      
   Some names in the news.  First up is John Gould, G3WKL, who has been elected   
   as the new president of the Radio Society of Great Britain.  Also Steve   
   Hartley, G0FUW who was chosen for a seat on the RSGB Board of Directors.    
   Both were elected at the society's recent Annual General Meeting held on

   NAMES IN THE NEWS:  RESULTS OF NCDXF ELECTIONS   
      
   Tom Berson, ND2T, has been elected President of the Northern California DX   
   Foundation at the recent meeting of the organizations annual meeting held at   
   the International DX Convention in Visalia, California.  Also elected were   
   Glenn Johnson, W0GJ as Vice President, Kip Edwards, W6SZN as Secretary and   
   Don Greenbaum, N1DG to the Treasurers post.  Directors elected include Steve   
   Merchant, K6AW; John Miller, K6MM; Glenn Rattmann, K6NA; Ned Stearns, AA7A   
   and Glenn Vinson, W6OTC.     
      
   At the same meting the passing of three of the groups past Directors was   
   deeply acknowledged.  These were the late Bruce Butler, W6OSP; Lee Shaklee,   
   W6BH and Jack Troster, W6ISQ.  Both Shaklee and Troster were among the   
   founders of the Northern California DX Foundation some 42 years ago back in   
   1972.  Jack Troster was also a well known ham radio humorist, a Contributing   
   Editor to QST magazine as well as the author of the QCWA column in Worldradio   
   Magazine for many years.

   President; Fred Laun, K3ZO, Vice-President; Rusty Epps, W6OAT, as Treasurer   
   and Kip Edwards, W6SZN, as Secretary.  All four along with Martti Laine,   
   OH2BH and Bob Vallio, W6RGG were also named as Directors of the group.

   EMERGING TECHNOLOGY:  VANCOUVER, B.C. SOON TO GET IT'S 3RD DIGITAL VOICE   
   MODE    
      
   Call this one a possible shootout over the future of VHF and UHF digital   
   voice communications.  At least in Western Canada as we hear from Amateur   
   Radio Newsline's Heather Embee, KB3TZD:

   Vancouver British Columbia is already well covered with 3 major D-STAR   
   repeaters, and 3 minor gateways.  There are also two Mototrbo 4FSK repeaters.   
   Now the city is about to become home to its first C4FM system as well thanks   
   to Yaesu looking for Beta Testers of its new System Fusion.   
      
   The introduction of this latest digital voice mode is the result of the Salt   
   Spring Island Amateur Radio Club which operates the VE7RSI repeater on   
   147.320 MHz.  While the old FM only repeater equipment has been generally   
   reliable the club felt that it was getting a bit old as well as being heavy   
   and difficult to work on.    
      
   In late 2013, the club made a decision that it would be a good idea to   
   eventually replace it with something more up-to-date.  With a list made up,   
   the brand new Yaesu DR-1 was at the top but it hadn't been released yet.  In   
   late March the club heard a rumor that Yaesu was still looking for beta   
   testers so the club sent in an application which was accepted.  Its now   
   waiting the arrival of the new dual mode repeater.    
      
   The club looks at the new Yaesu machine as what it terms as a game changer.   
   While it is capable of FM, it also handles digital signals using C4FM FDMA.    
   The club plans to make both modes available through the new machine to see   
   how current FM users are able to interact with those using C4FM digital   
   radios and vice versa.  Likely also watching very closely will be those not   
   yet involved in D-STAR, C4FM, 4FSK, and other digital voice modes such as   
   P25.

   While the outcome of a C4FM repeater into an already burgeoning city with   
   several other digital voice modes already entrenched will likely not set any   
   world wide precedent, it will give hams around the globe something to   
   consider when the time comes for them to make a similar change.  More is at

   EMERGING TECHNOLOGY:  SYDNEY AUSTRALIA A P 25 HOTBEAD    
      
   Meantime, VHF and UHF digital audio is on the rise down-under, but in one   
   city its not a ham radio format that's taking hold.  According to the VK2WI   
   News, the city of Sydney, Australia now boasts ten P-25 repeaters on-air, and   
   plans well  underway by Matt Robert, VK2LK, to link these to other P-25   
   repeaters around the world.   
      
   VK2WI also reports that a group of active P-25 users have recently started a   
   Facebook group, and  invite other users of this mode world-wide to join.     
   Just search for "Sydney P25 HAM Radio User" and click on the words "Join

   HAM RADIO NEAR SPACE:  PONGSAT 2 KICKSTARTER CAMPAIGN   
      
   John Powell, W6JPA, is trying to raise $11,000 on Kickstarter.com to send   
   2000 student projects to the edge of space.  According to news reports, next   
   September 27th Powell hopes to launch 2000 student projects that fit inside   
   ping pong balls called PongSats.    
      
   If his campaign is successful, students from all over the world be invited   
   to send their PongSats to be launched skyward on weather balloons to an   
   altitude of at least 98,000 feet.  After the landing and recovery, each of   
   the PongSats would be returned to its creators along with data from the   
   flight, a DVD with video of the launch and on board scenes and a certificate   
   confirming the flight.

   ON THE AIR:  BYLARA CELEBRATES 35TH ANNIVERSARY ON THE AIR   
      
   On the air, word that the British Young Ladies Amateur Radio Association   
   will be celebrating its 35th anniversary on April 29th with a special event   
   station using the callsign GB35BYL.  The station will operate from   
   Chapmanslade Village Hall in Wiltshire.  Listen out for it on or near 7.175   
   MHz beginning at 08.00 GMT. QSL as directed on the air on the air.  (GB2RS)

   DX   
      
   In DX, JA1FMN will be on the air as V63PSK from Weno Island Micronresia   
   between May 14th and the 17th.   His operation will be holiday style on 20   
   through 10 meters using the PSK and JT65A digital modes.  QSL to JA1FMN   
   either direct, via the bureau or electronically using eQSL.   
      
   DG5AA, DK8YY and DL1AWD will be operational as 3D2RH from the Fiji Islands   
   now through May 4th.  Activity will be on 80 through 10 meters using CW, SSB   
   and the Digital modes.  QSL direct or via the bureau to DH7WW only.   
      
   ON4LO should be active stroke EA6 from Mallorca Island until May 15th.  His   
   operation will be on 40 through 10 meters using SSB.  While there he also   
   plans to activate various lighthouses on the island.  QSL via his home   
   callsign either direct or via the bureau.     
      
   DL4SDW will be operational stroke HI9 from the Villa Gonzales in the   
   Dominican Republic until May 15th.  His activity on the HF bands will be   
   mostly CW using at 100 watts into wire antennas.  QSL via DL4SDW either   
   direct or via the bureau.  The latter is preferred for this operation

   THAT FINAL ITEM:  THE NEW DAYTON YOUTH BOOTH   
      
   And finally this week, if you are planning to attend these years Dayton   
   Hamvention, you might want to consider bringing along your sons and daughters   
   of any age.  Thanks to the work of New York City educator Carole Perry,   
   WB2MGP, this year will mark the official introduction of the Youth Booth   
   where your offspring can meet and talk with those youngsters who were   
   presenters at the Hamvention Youth Forum.  And according to WB2MGP, it all   
   came about because of a pole climbing robot:

   WB2MGP:  "Last year we had we had our last Youth Forum presenters do a   
   demonstration of an invention of theirs (which was) a pole climbing robot   
   device.  At the end of the forum we invited people who wanted to see the   
   robotic device up close to come to the RCA booth and we commandeered the   
   empty booth next to us so that hams could keep stopping by to see it up close   
   and speak with the kids themselves."

   WB2MGP says that the demonstration booth turned out to be so popular that   
   she approached the planners of Hamvention 2014 to see if they might be   
   receptive to making it an official part of this years gathering.  And she was   
   successful:

   WB2MGP:  "DARA has been generous enough to give us the booth next to the RCA   
   booth and we are going to call it the Youth Booth.  There the young people   
   from the Youth Forum are going to be there to explain their inventions and to   
   demonstrate them."

   The Hamvention Youth Booth will be right next to the booth sponsored by the   
   Radio Club of America.  WB2MGP hopes to make it an official part of the   
   Dayton Hamvention from this year on.
