   As it should be in a non-utf8 enviroment.  Also in most European languages,   
   the first byte of the pair will be C3.  If you see the first byte being CE   
   then you're likely dealing with Greek.  With Russian and other Cyrillic based   
   languages, D0 and/or D1 will be the first byte depending on the character.  It   
   is a handy way to narrow down the language you're dealing with.
