   The most economical graphical user interface on an old computer with   
   slow cpu and low ram is going to be Win98 leaned down with something   
   like 98lite to use the W95 windows explorer instead of IE and to not use   
   IE6 for browsing, but something like Opera.  Besides, IE6 is primitive   
   compared to modern uptodate browsers that are more secure and more   
   capable.   
      
   But, you would need to be able to deal with W98's weaknesses,   
   insecurities, and lack of support.   
      
   There's a thread around here about lightweight linuxes.  You can   
   definitely get more economical than xub/freespire.
