   I don't think there is a 'best'. There are a large number of programs that   
   will successfully do that. I've had good experience with gparted -   
   especially the gparted Live CD.

   No. Not if you do it properly.

   You might be able to - you'd probably have to log in as root - much easier   
   to do the gparted Live CD.
