What is also currently evolving is the ability to install Ub from Win
   without partitioning.

The discussion in the forum of testers and developers starts here
   http://www.ubuntuforums.org/showthread.php?t=338279 Windows based
installer - testers and developers wanted

.... which starts 3 weeks ago and goes on for 48 pages to the present

The prototype presentation in the wiki is here
   https://wiki.ubuntu.com/install.exe/Prototype and then here
   https://wiki.ubuntu.com/install.exe

   The idea is

We have a development version of a Windows based installer for Ubuntu
   which is designed to be:
   very simple to use
   provide a no-risk installation
   no repartitioning the hard disk
no changing the windows boot loader
   Easy uninstallation.
   Low risk
   Doesn't use a virtual machine
Doesn't significantly reduce performance of the resulting installation
Resulting installation supports everything a normal install does.
   Fast install

The forum thread sez that the current version doesn't apply to Win98,
but that some consideration will be given to the possibility of W98
support. It is possible the W98 support has been developed; I didn't
read all 48 pages in the forum.
