   Yes they do.   
   And they make it financially impossible for an entity like the BBC to    
   spread a lot of their programs world-wide.   
   Presently by the very nature of radio waves their audience is more or    
   less limited to the British Isles, by making the programs available    
   through the internet they'd become liable for much higher charges by the    
   IP owners.   
   One of the other issues they are looking for input on is about the    
   amount of time after download that you'd be allowed to view/listen to    
   the program.   
   On the BBC's suggestion for a 7 days- 1 month period I have answered    
   that I do not expect it to be less than what traditional means like VHS    
   and DVD allow (unlimited).
