   The apcupsd-CGI package indicates that you should use Apache and    
   web-interface to configure and monitor the apcupsd daemon.   
      
   Ubuntu provides an old version of apcupsd. The latest version 3.14.0    
   (February 9, 2007) comes with a new GUI-frontend. Study:    
   http://www.apcupsd.org/   
      
   My recommendation is:   
   Install "build-essential" package, it has compilers etc.   
   And compile the latest version of apcupsd (3.14.0) from source.   
      
   But there are other front-ends too.
