   You didn't mention checking cables to drives. If using IDE1 and IDE2,   
   hard drive on IDE1 should be jumpered as master. Put one CDRom on IDE2   
   and jumper that to master. Another thing may be to clean cable contacts   
   before connecting. I had a video card misbehaving only to discover it was   
   dirty contacts.   
      
   Not guaranteeing the above will work, but I always start my   
   troubleshooting with question #1: Is it plugged in?   
      
   I also had a problem once where MBR (master boot record) was messed up and   
   wouldn't let me boot from CD.
