   KDE uses a sound server (arts) which can accessed within its Kcontrol   
   Panel. There are instances wherein it must be setup - activate the daemon,   
   turn up the software volume control and so forth. However, I use XFCE4 and   
   haven't use KDE in about a year now, so I can't be more specific. Perhaps,   
   if needed, a KDE user can assist if yo need help navigating Kcontrol ...   
   but I doubt it.   
      
   BTW, there's kphone, ekiga, linphone, ohphone, twinkle, and asterisk - I   
   believe anyone of those will do voip.
