   There are some salt-water algae that are about 30% oil by weight.    
   Mass-culturing those wouldn't compete with food crops for land or fresh   
   water. There are, however, no algae farms now. Establishing them, and   
   the biodiesel plants, would take a lot of startup capital. More   
   importantly, seaside biodiesel farms would contribute nothing to the   
   re-election campaign funds of the corn-state senators who are the prime   
   political force behind biodiesel and fuel-grade ethanol.
