   Because not everybody wishes to know all of the tools, since all of    
   that knowledge isn't necessary to run the OS.   
      
   Presumably you feel that all drivers should be forced to learn to    
   drive a manual transmission, whether or not they ever intend to drive    
   manual car.  To some of us, that sounds like fundamentalist overkill    
   for those who just want to drive their automatic to the shops and    
   back.
