   The screen - either in DOS or Windows command line window - can only display   
   the characters that are in the set of the current code page. Also to know HOW   
   to display those charavters, it has to know what the active code page is.

   That's because the encoding for '', '' and '' is the same in codepage 437   
   and 850. http://czyborra.com/charsets/codepages.html   
      
   CP437 and CP850 only differ in about two dozen places. So you will see most,   
   but not ALL characters correctly displayed. For example:  What I se is a   
   capital O with a slash through it. You will probably see a Yen sign. To get   
   that right you will either have to set your active code page to 850 or get a   
   different set of translation tables that convert to CP437 instead of CP850.
