Amsterdam POP is long       over-capacity and you can't even request new tunnel there. It has jitter up to       3x times the latency and constant packet loss around 3-5% inside HE network.       Couple of months ago it was even worse as there was constant 20-40% packet       loss for months and couple of days long complete outages.
