I think SIXXS and HE both did it to promote IPv6, which helps people in
general, and probably HE in the long run.

At some point (which should have been 10-20 years ago) we should have
moved over to IPv6 by default, but the general in-availability of
customers and demand made ISPs drag their feet, and this in turn delayed
   it even further.

In order to break such a vicious circle, someone has to act outside of
shortsighted gain, and HE did, which is nice.

As a side effect, they probably get to test IPv6 deployment code and
strategies, they get a real-world place to test v6 compliance of
hardware to be deployed elsewhere in their net and their operators get
to practice on large-scale deployments where the customers aren't paying
so they can make invasive changes if need be.

It will be hard to estimate the amount of network savvy people today
that associate HE with IPv6. Good for getting future customers or for
   recruitment purposes.
