   I'd agree, I've never had an account with those ports blocked, even way back   
   when I was on cable, and the ISP specifically forbid servers (but they never   
   complained about my Linux box running SSH for remote admin).  I've had the   
   usual list of "vulnerable" ports blocked, or I've had CGNAT (only on mobile   
   devices), but never a range like <1024.
