   His system has been broken for a long time, he is not IBN-compliant. I have   
   asked him to fix this or remove the IBN flag, but he keeps telling it works..   
      
   Last time I checked, he had IFC mailer in port 24554. BinkD is not IFC-mailer,   
   so it cannot connect, however for example Radius can.
