   the persons are. It's a little bit harder because that data is protected and   
   not easily accessible by others. Of course I could follow the car and ask   
   neighbors, but this is cumbersome and expensive.

   In that case I'd have to use additional methods. But the IP address would   
   still identify a group of persons whithout using any additional tracking   
   methods.
