   In most cases people use their own devices and don't share them with others.   
   Take a smartphone for example. Even if a family shares a tablet you would be   
   able to find that out. Not by the IP address only, but there are methods for   
   that. The IP address on its own would allow you to distinguish family X or   
   person Y. Then add cookies, web bugs, JS (trackers, analytics) and what have   
   you, and you can identify a family or person.   
      
   A simple example: When you would visit me and use my WLAN with your smartphone   
   I's get your WLAN MAC address. Since SLAAC uses the MAC address to create an   
   IP address I'm able to track you when you're using an IPv6 capable WLAN   
   anywhere in the world.
