HELP!   
   Everytime I download stuff,the download stops REPEATEDLY, and I have to hit   
   pause and start to finish the downloads. This happens under WinXP and Linux. I   
   know there are no virii,or malware. My ISP came out,readjusted our antenna. No   
   luck. What can cause this?
