   Not really.   
   You can see if your ISP is using secure BGP.   
      
   That has many issues as seen for example by the little takeup of DNSSec.   
      
   Every sane ISP is using BGP filtering ...   
   So you simply know WHO your peers are, and only THOSE are able to do changes.
