Each place is different, of       course, but a good soil test can let you know what you need to add. For       example, I know that if you see dandilions in your yard, it's low on calcium.              Both of my parents are certifed master gardners from Oregon State University       and have been gardening since I can remember.              I'd suggest contacting your local county extension agent and talking to them       about resources they recommend.
