Add garlic; cook 1        minute longer. Add the corn, tomatoes, broth, thyme,        chili powder, salt, pepper and cayenne. Bring to a boil.        Reduce heat; simmer, uncovered, for 10 minutes.                Stir in shrimp and cream.
