   Somebody would first have to create a  petition to The Friendly Country   
   Cousins.   
   I just haven't researched Who Did It.   
   I thought some Ham who uses a BBS would see my question and recall the   
   proceeding and the ARRL's responce.   
      
   Are there any Amateur Radio Operators who read my post about this who know the   
   scoundrel that began dividing Band Privelages from Conditionals. Generals and   
   Advanced Class(s) Operators for the exclusive use of Amateur Extra Class   
   Operators?   
      
   Amateurs who have been licensed for many many years need to operated on   
   frequencies that less experienced Hams use so they can share their knowledge   
   and help those lower class Hams upgrade to higher class license(s).   
      
   An older General Class Ham came down to the 80Meter Novice frequency that I and   
   several locals used.   
   He asked the group about starting a Novice Traffic Net with the idea some of us   
   , when we upgraded to General would want to join the National Traffic System   
   Net in our State later on.   
      
   After contacting us on CW He told us he would talk more about this idea to us   
   by telling us more on a 75 Meter freq.   
      
   About five of us along with him began using the Novice freq. in the early   
   afternoon for the State Novice Net.   
      
   After getting my General Ticket I did start logging into the State Traffic Net   
   in the evening as well as logging in to the Novice Net.   
      
   We became closer friends while on Our Net.   
   Every one of us had a day to be Net Control.   
      
   The day I joined the Military was My day as Net Control soI called one of the   
   others and asked him to take my place since I couldn't start the Net.   
      
   Another topic is DX.   
   I ain't a DX'er but dividing up the Band(s) where only one Class can operate   
   and work DX Stations near Their Calling Freq. seem to me to make it hatder on   
   the DX Station to make QSO's to The U.S.A.  But that is my thoughts.   
      
   As usual I got LW ( Long Winded) again.
