Once the person is        disallowed, they can never get back in the group unless they        change their phone number - and are reauthenticated by the        Telegram system. Using throw-away one-time-use numbers are        also heavily scrutinized by Telegram - and many of those are        automaticaly banned at the outset. For the most part,        Telegram seems to only allow phone numbers that can be        associated with acutal phone carriers, not virtual ones.              Further, there *is* a BBS system in the middle, before        messages reach Fidonet.
