   There is no need to ask the RCs if they want an election. That up to the   
   RCs themselves. If there is a need (even just a desire) for a new ZC they   
   just do it.   
      
   Last year the RCs here in Z1 gave the nodes of Z1 a voice in an election   
   for ZC.
